Under permitted development a single-storey garden room behind the house is usually fine if its eaves are no higher than 2.5 m and the whole building is no taller than 2.5 m within 2 m of a boundary, 3 m elsewhere, or 4 m with a dual-pitched roof. Together with other outbuildings it can't cover more than half the garden, and it can't have a raised veranda or balcony. Listed buildings, conservation areas, national parks and World Heritage Sites have tighter rules.

Not usually, if nobody sleeps in it. Under 15 m² floor area is generally exempt. From 15 to 30 m² it's exempt if it's at least 1 m from every boundary or built mostly of non-combustible materials. Over 30 m² needs approval.
